How is wire size chosen?

By the current the circuit carries, the length of the run, and the installation conditions. Undersized cable overheats, and over a long run the voltage drops enough to affect equipment. The electrical code sets the requirements.

What do the gauge and the mm2 figure mean?

They are two ways of stating the same thing, the cross-sectional area of the conductor. A larger area carries more current. Both are quoted because different specifications use different conventions.

Can I use flexible cord for fixed wiring?

No. Flexible cord is made for appliances and portable equipment. Fixed building wiring uses building wire installed in conduit or an approved containment system.
